The price of bitcoin, the world's largest cryptocurrency by market capitalization, fell to its lowest point since April 1 on Tuesday.

Bitcoin's value slid to $6,455.92 during the afternoon trading session, dropping more than $280 in the span of two hours, according to data from CoinDesk's Bitcoin Price Index. This represents the lowest figure since the start of April when the BPI registered a low of $6,443.

The charts suggest a support of $6,436 if current levels are broken, the next major support is $6,000, borne from the lows from early February of this year.

As of press time, the BPI is reporting a price of $6,523.86.

Congress is set to consider yet another proposed mandate for a cryptocurrency study, this time in the area of sex trafficking.

The House of Representatives Financial Services Committee is introducing a new bill today that, if passed and signed into law, would require the director of the Government Accountability Office (GAO) to open a study on "how virtual currencies and online marketplaces are used to buy, sell, or facilitate the financing of goods or services associated with sex trafficking or drug trafficking, and for other purposes."

According to a memorandum dated 11 June 2018, U.S. Congressman Juan Vargas penned the Fight Illicit Network and Detect (FIND) Trafficking Act in order to "improve the efforts of Federal agencies to impede the use of virtual currencies and online marketplaces in facilitating sex and drug trafficking."

This is not the first bill introduced under the Trump presidency that targets illegal sex trafficking online. Back in February, a controversial bill package known as FOSTA-SESTA was passed by the US House of Representatives, which effectively banned online forums from posting ads for sex workers.

The launch of the EOS blockchain has been a giant experiment in remote self-organization.

Tonight, it took a big leap forward. As anticipated, candidates for the role of validators or "block producers" (EOS's equivalent of bitcoin miners) located all over the world voted "Go" to take the mainnet live.

EOS is a distributed proof-of-stake blockchain created by Block.One, whose co-founder, Dan Larimer, has pioneered similar systems with BitShares and Steem. The company raised $4 billion to develop the open source software over a year-long initial coin offering.

No one really knew what would happen when the company turned its code over to the world, but with this vote it's coming more clear.

As the software approached release, a group of organizations vying to serve as block producers found each other and formed the EOS Mainnet Launch Group (EMLG). They have so far managed to agree on a number of things, most importantly that they would launch one mainnet for EOS.

Distributed ledger startup R3 is reportedly running low on cash and judging by the social media response, the crypto-community isn't showing much sympathy.

Fortune reported Thursday that R3 is facing a cash crunch, coming just over a year after the company announced a $107 million funding round to "bring blockchain services to the financial sector" (though per the publication, $98.2 million of that amount constituted "new money").

Charley Cooper, a managing director for R3, "did not provide any specific figures but told Fortune that the company exceeded its revenue targets last year and will provide an update at the end of this calendar year," according to Fortune.

R3 first launched in 2014 with the stated goal of applying the technology underpinnings of blockchain to the finance sector, culminating in the launch of their distributed ledger technology (DLT) platform Corda. Its consortium attracted a number of big-name supporters including Wall Street banks like JPMorgan and Goldman Sachs.

Fabio Panetta delivered the keynote address for the SUERF and BAFFI CAREFIN Centre Conference held at Bocconi University. In his remarks, he became the latest to discuss the possibility for central banks to issue currencies digitally, including those that incorporate elements of cryptocurrencies like bitcoin or some of the concepts that underpin blockchain.

At the same time, Panetta began his keynote by distancing the conversation from cryptocurrencies.

He was quoted as saying (according to a transcript of his remarks published by the Bank of International Settlements):

While EOS, a new blockchain created by Block.One, which raised approximately $4 billion to build it over the past year, had effectively turned the code over to its users as of last Saturday, into Friday, the fruits of that effort suggest a lack of clear process is holding back progress.

At least two votes that could have ended with a version of the software launching actually took place (based on CoinDesk's view of an unofficial stream of the decision-making). Assembled were candidates vying to become EOS "block producers," or the entities able to process transactions and claim the network's rewards.

The first vote was deemed invalid, but it had enough votes for a "go." The second was deemed valid, but it failed to meet the agreed-upon threshold for launch.

Zakinov's claim centers around the allegation that the XRP token is a security controlled by Ripple. The suit states that Zakinov bought XRP in January 2018 and "was damaged thereby."

Here's what we know:

All indications suggest its members are very likely to vote "go" at the next meeting, which begins at 1:00 UTC.
That meeting should be livestreamed on EOS GO's YouTube channel, according to EOS New York.
EMLG holds a "go-no go" vote at a meeting that happens every 24 hours. The vote to go has to reach a threshold of two-thirds-plus-one of validator candidate organizations present. When a "go" vote happens, the network should go live in approximately 12 hours.
The chain will be declared active after 15 percent of token holdings have been voted to establish the first set of 21 block producers.

The Moscow Exchange (MOEX) is planning to share information about initial coin offerings (ICOs), CEO Alexander Afanasiev told Reuters Friday.

The country's National Tax Service launched an investigation into the firm back in January amid a wider crackdown on crypto exchanges, and has now cleared the company of wrongdoing. However, Bithumb one of South Korea's biggest exchanges by trading volume now faces a bill for back taxes that totals around 30 billion won (almost $28 million), according to local news source eToday.

Quebec has issued a moratorium on new cryptocurrency mining operations in a bid to give officials time to develop new restrictions and potentially increase energy costs, Reuters reported Thursday.

The Canadian province long known for its cheap hydroelectric power has formally stopped approving new projects in order to create new rules around which mining firms will be allowed to set up shop in the region, according to the news agency.

Further, Hydro Quebec, the state-owned power producer, hopes to limit the power that can be available for miners to 500 megawatts in total, or just "a fraction of the 17,000 megawatts" that miners have requested so far.

Hydro Quebec has also reportedly asked Quebec's energy board to create new rates so as to "help maximize the energy producer's revenue."

This is not the first time Quebec has halted approvals for new cryptocurrency mining firms. As previously reported, Hydro Quebec briefly stopped accepting new clients from the space in March, citing the large amount of energy demanded by miners.

At the time, the firm produced a document stating it would be unable to meet demand if every mining project that applied for space was approved.

With new restriction rules, as Reuters reported, Hydro Quebec would be able to choose "the best among the companies" vying to develop facilities in the region.

Ant Financial, the payment affiliate of Chinese internet giant Alibaba, announced on Friday it has raised $14 billion in a Series C round funding, which will be used to further develop new technologies such as blockchain.

Founded in 2004 as AliPay and later rebranded to Ant Financial in 2014, the Alibaba affiliate touts the goal of offering inclusive financial services to the underbanked. According to today's announcement, the new equity financing will be used to develop the firm's technological capacity in artificial intelligence and internet of things, as well as blockchain.

Though Ant Financial has not revealed a concrete roadmap of its planned blockchain development, the announcement is notable given AliPay's status as a prominent payment provider in China, which claims 800 million active users last year.

The announcement also comes just days after a report has indicated the firm is pivoting to technology services.

According to Reuters on Tuesday, as China continues its crackdown on perceived risks to the financial system, Ant Financial is shifting its business focus away from consumer financial services to technology development. Within that, blockchain remains one main focus, the report said.

In fact, both Ant Financial and Alibaba have already started blockchain-related application development. As reported previously by CoinDesk, Ant Financial has expanded the support for its blockchain-based charity donations platform, while Alibaba has rolled out a pilot of a blockchain Food Trust Framework that aims to track international shipments.

Eric Jing, CEO of Ant Financial, also said in March that, while the firm has ruled out possibility of an initial coin offering, it will continue with blockchain development, taking a main focus on cross-blockchain compatibility.

The registration period for what one startup claims to be the largest airdrop ever will come to a close on Friday.

"Decentralized cloud" company Dfinity announced its token distribution plans last week, and revealed in a statement that it will give away 35 million Swiss francs (about $35 million) worth of its DFN tokens to "hundreds of thousands" of community members. The company, which purports to be a "blockchain computer with unlimited capacity," will launch its network later this year with the aim of staking a claim in the already competitive market of aspiring blockchain cloud computing services.

Backed by major tech investor Andreessen Horowitz and crypto hedge fund Polychain Capital, Dfinity is also in the process of conducting a private sale of its forthcoming cryptocurrency, the conclusion of which the company says will push its total funding to nearly $200 million.

Likewise, unlike other companies in the space, Dfinity has eschewed token distribution via an ICO in favor of what might be called a "compliant airdrop."

In practice, this means Dfinity community members must undergo and pass a know-your-customer (KYC) and anti-money laundering (AML) verification process facilitated by AngelList spinoff CoinList before they can benefit from the massive token giveaway. June 8 is the deadline for completing the process.

CoinList previously told CoinDesk that it developed its compliance tool (also dubbed Airdrops) to provide a means for token issuers to conduct airdrops without violating securities laws. Despite this, Dfinity is still excluding U.S. citizens and residents from participating, and cited "regulatory uncertainty" as its rationale in a Medium announcement.

Dfinity community members who are able to participate each stand to gain between around $500 to $2,500 worth of tokens, and those who have followed the projects' various community channels longest will receive their tokens first.

Unlike other nascent blockchain projects, Dfinity has not carried out fundraising on the ethereum blockchain, meaning it has not sold ERC-20 tokens as "placeholders" until it launches its technology in full. As such, KYC/AML verified community members must wait for the network activation to receive their tokens.

The Russian government has taken a cautious approach to cryptocurrencies, president Vladimir Putin said during an annual "hotline" on Thursday.

Asked if Russia will have its own cryptocurrency one day, Putin said he doesn't see such an outcome as possible because cryptocurrencies "by definition are beyond the national borders."

While expressing that caution, he nonetheless admitted that cryptocurrencies are "developing in the world" and that Russia should explore the opportunities around the tech. Among the possible uses, he said, was to "avoid various limitations in global finance trade" a suggestion that blockchain could help ease sanctions against Russian banks, companies and individuals imposed in recent years.

Putin also noted during the four-hour annual session that cryptocurrency mining the energy-intensive process by which new transactions are added to a blockchain, with new coins being "minted" in the process is not regulated, and similarly, cryptocurrencies are not recognized as legal tender within Russia.

The Russian president notably issued a series of mandates last year to Russian officials, calling for regulations around cryptocurrencies, including the country's domestic mining sector.

"If you have an ICO or a stock, and you want to sell it in a private placement, follow the private placement rules. If you want to do any IPO with a token, come see us." The SEC would be "happy to help you do that public offering," he added.

In the interview, Clayton sought to clarify the kinds of characteristics that the agency would look for when determining whether a blockchain-based token constitutes a security.

"A token, a digital asset, where I give you my money and you go off and make a venture, and in return for giving you my money I say 'you can get a return' that is a security and we regulate that," he told CNBC's Bob Pisani. "We regulate the offering of that security and regulate the trading of that security."

And when asked if the agency would come out with a clearer statement on the matter, Clayton responded: "Bob, I hope I just did."

According to a transcript published by CNBC, Clayton declined to say whether tokens like ether or XRP constitute securities, as some have argued.

SEC said last summer that "U.S. federal securities law may apply" to ICOs that it would regulate "various activities, including distributed ledger technology, depending on the particular facts and circumstances, without regard to the form of the organization or technology used to effectuate a particular offer or sale."

Clayton's comments follow the appointment of Valerie Szczepanik as the agency's point person on token sale and cryptocurrency matters. Szczepanik previously led the SEC's distributed ledger working group.
