The price of bitcoin fell to its lowest point since February today.

As of press time, the leading cryptocurrency's price went as low as $6,063, according to CoinDesk's Bitcoin Price Index (BPI), a significant drop considering the day's opening price of $6,717.20.

The near-$700 decline (which saw prices decline roughly 10 percent) effectively brought bitcoin to within $100 of its 2018 low of $5,947, reached February 6.

At the time, bitcoin was in free-fall amid regulatory uncertainty, with the decline occurring during the week in which the heads of major U.S. regulators were to meet and discuss the cryptocurrency's price rise with a committee of U.S. lawmakers. Ultimately, however, no action was taken and the price rebounded 40 percent on the week.

Japan's financial watchdog has issued business improvement orders to six licensed cryptocurrency exchanges following on-site inspections conducted over recent months.

According to an announcement made by the Financial Services Agency (FSA) on Friday, the regulator is ordering bitFlyer, QUOINE, BTC Box, Bit Bank, Tech Bureau and Bit Point to enhance their internal-auditing and user-protection systems.

As a result, bitFlyer has announced that it has temporarily stopped accepting new customers in order to reexamine the IDs of "certain customers."

The firm told CoinDesk that "bitFlyer (Japan) is working closely with the FSA and will resume onboarding as soon as possible."

The exchange has also provided a substantial list of coming improvements to various systems, including user protection, data protection, risk management, new token listing and more, based on the order.

As previously reported by CoinDesk, the FSA launched inspections at licensed platforms in April as part of its increasing scrutiny of domestic exchanges following the $530 million hack on Coincheck earlier this year.

Today's news confirms suggestions last week that the agency would move to force some exchanges to enhance their anti-money laundering procedures, but, going by the FSA notice, the demands are more wide-ranging.

The South Korean government will invest 10 billion Korean won (or $9 million) to support blockchain development in the country, with plans to carry out six pilots using blockchain technology.

According to a report from CoinDesk Korea, the country's Ministry of Science and ICT published a blockchain development strategy on Thursday. The agency said the government plans to invest $9 million in total until the end of 2019 as part of the country's pursuit of "a medium- to long-term plan for expanding blockchain technology."

With that, the ICT ministry said it will take the lead to work with other government agencies to conduct blockchain pilots in the public sector. The works will focus on livestock supply chain management, customs clearance, online voting, real estate transactions, cross-border e-document distribution and shipping logistics.

The main goal, according to the document, is to improve the information sharing efficiency and transparency in these public services by using a distributed network.

For instance, the ICT ministry explained that it will collaborate with the Ministry of Agriculture, Food and Rural Affairs to deploy a system that updates the information of livestock from their breeding, shipping to sales on a distributed ledger.

As such, each party on the supply chain that functions as a node on the blockchain can be informed more promptly so that in case of a problem, the follow-up period could be reduced from six days to less than 10 minutes, the document said.

Similarly, the blockchain pilot on the real estate industry will be carried out with the Ministry of Land and Transport. It expects that by integrating real estate, taxation and legal services with a blockchain, the real estate transactions can become more streamlined and efficient for consumers since their information can be shared automatically among different parties.

"We will establish a roadmap for developing blockchain technology and plan to secure 90% of the technology level by 2022 compared to the world's top countries," the agency said.

In addition, the ministry said will invest 800 million won (or $720,000) a year for up to six years to expand a blockchain research center. The goal is to educate students on the nascent technology and to nurture 10,000 blockchain specialists by 2022.

Technology giant Tencent is teaming up with the Chinese government to fight blockchain-related security issues.

The firm's vice president, Bin Ma, announced the formation of the China Blockchain Security Alliance during the China Blockchain Security Forum in Beijing on Thursday, according to a report from ChinaNews, a state-owned media outlet.

The forum, hosted by the government-backed China Technology Market Association (CTMA), aimed to unite organizations to protect "the healthy development of blockchain industry," according to the news service.

The China Blockchain Security Alliance will be composed of Tencent affiliate Tencent Security, the China Blockchain Application Research Center, CTMA, and more than 20 public and private institutions, ChinaNews reported.

The conference comes as the number of blockchain-related crimes in China has increased.

In April, state-run media outlet Xinhua reported that the police of Xi'an, a city in central China, successfully cracked down a pyramid scheme associated with the blockchain concept.

The online marketing platform involved in this case lured more than 13,000 participants who invested as much as RMB86 million (about to $13 million) within 17 days after launch.

The 10th most valuable cryptocurrency in the world is set to commence its token migration process on Thursday.

Created by former Ripple representative Justin Sun, Tron aims to build infrastructure for a "truly decentralized internet" that can host decentralized applications (dapps). The project, which started on the ethereum blockchain and launched its own blockchain in late May, has positioned itself as a competitor to its former host.

As such, the token migration is an intermediary step in what Tron has called its progression towards "independence," or in other words, the completion of its departure from ethereum and the activation of its mainnet technology.

Though the token migration is now a key part of the realization of Tron's technology, the original iteration of the project's roadmap did not include a token swap, much less the launch of non-ethereum-based Tron mainnet.

A week after Quantstamp community members began accusing the smart contracts auditing startup of undermining the value of its $65 million token, the company responded with a statement on Thursday.

As previously reported by CoinDesk, for at least the past week, Quantstamp token holders have been alleging that the company misled them by accepting U.S. dollars and ether, rather than its token, QSP, as payment for its auditing services.

According to the company's published materials, customers are meant to trade QSP to pay for, receive and improve verification services within the Quantstamp network.

The company told CoinDesk that the community's concerns stem from a lack of clarity regarding the difference between two of its projects and admitted that the community's frustration has indicated that Quantstamp "need[s] to do more" to clarify the distinction.

The products in question are, on the one hand, an auditing protocol outlined in its white paper and under development. The other one is a "web product" which it currently uses for audits.

"The Quantstamp web product is separate from our protocol that adheres to the vision outlined in our white paper and is still under development," the company said.

The startup added that its move to accept ETH and USD for its services doesn't diverge from its white paper, and said the alternative payments were also necessary due to restrictions on its token sale. Namely, because U.S. and Chinese buyers were excluded from participating.

"While Quantstamp has accepted QSP, USD, and Ether, the latter two are only accepted for our current offerings and out of client and customer necessity, as not everyone is currently capable of acquiring and using our token," Quantstamp said.

The company declined to comment on CoinDesk's inquiries pertaining to the percentage of audit reports they completed in exchange for USD or ETH.

The developer team behind ethereum is considering possible changes to a planned rollout of new technology upgrades.

Addressing rumors that such plans are now under review, ethereum creator Vitalik Buterin told a meeting of the platform's open-source developers Friday that the idea is that the team might seek to alter the sequence in which Casper and sharding, perhaps its two most-anticipated updates, are activated.

Rather than releasing sharding and Casper separately, Buterin said, new advancements in research might enable both upgrades to activate together. (The idea is Casper might be released on a sidechain, or shard, rather than as a smart contract, as previously proposed).

"This is a substantial reworking of the intermediary steps in the roadmap, but of not the final product," Buterin said.

Casper, ethereum's long-planned consensus algorithm proof-of-stake, promises to be more energy efficient and egalitarian than its current proof-of-work system, while sharding could hold the keys to scaling the system to a massive number of transactions. In this way, Buterin stressed that, if enacted, the technologies would combine to create a version of the protocol that could be orders of magnitudes more efficient.

Hollywood star Kurt Russell is one of a number of performers set to star in an upcoming indie film about cryptocurrencies.

The film, entitled Crypto, will feature Russell as well as Alexis Bledel, Jeremie Harris and Luke Hemsworth, among others. The Hollywood Reporter notes that the film focuses on a young anti-money laundering agent, played by Beau Knapp, who returns to his hometown in New York to investigate a case of corruption and fraud. Russell is playing the father of Knapp's character, according to press materials.

Crypto's producers are calling it "a thriller in the vein of The Firm and The Girl With the Dragon Tattoo" – but with a decidedly cryptocurrency-focused twist. The film was written by Carlyle Eubank and David Frigerio.

"Cryptocurrency has captured the attention and imagination of consumers and entrepreneurs all over the world but has never been explored in film in such a nuanced and exciting way," Jordan Yale Levine, one of the producers for Crypto, was quoted as saying.

The independent film is currently shooting in New York with a release date not yet announced.

Crypto may be one of the most high-profile films to date to center on the world of cryptocurrencies. Last year, it was reported that the Coen brothers – the filmmakers behind movies like The Big Lebowski and No Country For Old Men – were working on a movie about the Silk Road, the now-defunct dark market that used bitcoin as its central currency.

Yet Crypto is far from the first movie to hone in on a cryptocurrency theme. One of the more notable – and, at the same time, unusual – forays in this area was Bitcoin Heist, a Vietnamese movie that involved an international, high-stakes manhunt.

Sweden's land registry authority and a group of participating banks, businesses and startups have completed the third phase of an ongoing blockchain pilot.

It was announced Friday that the Lantmäteriet has passed the testing checkpoint with the aid of a number of partners. These include financial firms SBAB Bank and Landshypotek, blockchain startup ChromaWay, tech consultancy Kairos Future, real estate search portal Svensk Fastighetsförmedling, telecom Telai Sverige and IT firm Evry.

The group of companies, in sum, provided different elements that, combined, formed the components of the blockchain pilot. For example, Telia and Evry helped verify a live transaction between a buyer and a seller, according to statements. A live demonstration conducted this week included client-side verification of government-approved digital signatures and the final exporting of necessary legal contracts.

Those involved with the initiative said that the smart contract which facilitated the transaction is compliant with European Union laws and regulations, including the GDPR privacy rules.

ChromaWay chief executive Henrik Hjelte said in a statement that "in a distributed environment such as a blockchain, you cannot have a central server for verifying identities, it all has to be based on signatures and verified by the user."

The municipal government of Chongqing city, China, is mulling the formation of a "blockchain digital asset exchange," but no one is quite sure what it means.

On Thursday, the Economy and Information Committee, an economic development agency that forms part of the Chongqing government executive body, published five measures the city will take to advance blockchain tech in the area.

Apart from attracting more specialized talent with additional funds, the notice said it will focus on building a blockchain ecosystem, which most notably included "establishing a blockchain digital asset exchange."

With that wording, the effort was initially anticipated by the Chinese crypto community as being a government-backed cryptocurrency exchange, and was then circulated as such among local media and on social networking platform Weibo.

Later on Thursday, however, the notice was deleted from the agency's website. The reason, as suggested by local reports, being that the central government ordered the suspension of the project as it could conflict with the existing ban on cryptocurrency trading and initial coin offerings (ICOs).

Subsequently, the Chongqing city government's official website republished the same statement early Friday morning – including mention of the "blockchain digital asset exchange."

Asked about the rumored suspension and whether the mulled move is to build a cryptocurrency trading exchange, a government official from the agency told CoinDesk they were not authorized to reveal further details.

Then, Friday, a local news source cited information from the government indicating that the digital assets may not be the same as ICO tokens or cryptocurrency. Instead, the blockchain digital asset exchange seems to be a platform that facilitates exchanges of "non-standard assets" that are digitalized through blockchain technology. As such the platform would not be open to the public, the report said.

According to a definition by China's Banking Regulatory Committee, non-standard assets refers to securities that can take the form of letters of credit, credit loans, etc. They may be exchanged among institutions, but are not tradable on a secondary stock exchange.

The University of Texas at Austin is among one of the first academic institutions to receive funding from Ripple, the San Francisco-based distributed ledger technology startup.

The company pledged to invest $2 million over the next five years in the university's McCombs School of Business to support its Blockchain Research Initiative, according to a report from The Daily Texan Thursday.

The funding by Ripple is part of the $50 million it pledged to invest in blockchain research by universities around the world, as previously reported by CoinDesk. Other recipients included Princeton University, MIT and 14 other worldwide institutions, the report said.

However, McCombs School of Business does not yet have a firm plan for how it will direct these funds, said Cesare Fracassi, an associate professor of finance.

Fracassi, who also runs the school's Blockchain Initiative program, told CoinDesk that the school plans to call for proposals later this year. Projects run by both faculty and graduate students could receive funding from the program.

"Not only the business school but other branches will be able to participate as well. For example, the medical school expressed interest in blockchain research," Fracassi said.

The relatively-young initiative began in April 2018, when McCombs held its first blockchain conference with roughly 300 participants, he said.

Notable guests included Goldman Sachs senior fintech equity researcher Jim Schneider, IBM Global Blockchain Services' Jason Kelley, Dell's Radia Perlman, Ripple director of corporate payments Ryan Gaylor and U.S. Securities and Exchange Commission attorney Dave Hirsch.

Fracassi said there will be another conference in 2019.

The Russian Association of Corporate Treasurers is joining the nation's central bank in trialing the government-run Masterchain blockchain platform, the group announced last week.

The association is testing Masterchain to facilitate communications within the national banking system, according to the Masterchain white paper. This would mark the latest move to use the platform to replace the SWIFT inter-bank communication network, a use case which was first discussed in April 2018.

The platform was created by the nation's FinTech Association in collaboration with Russia's 14 largest banks, including VTB.

According to the white paper, the system will include Russian banks and government agencies responsible for contract registration and market regulation. FinTech is claiming that switching to Masterchain in processing mortgage contracts will reduce operating costs up to five times and instead of days the transactions will take minutes.

The project also is expected to produce a KYC mechanism based on a digital identity so that banks will be able to share credit histories and information about fraud cases without breaking bank secrecy. The system is also going to deal with bank guarantees and letters of credits

However, as previously reported by CoinDesk, the ultimate goal for Masterchain is still to replace SWIFT. In particular, concerns that U.S. or European Union sanctions against Russia in 2014 might eventually remove the nation from the SWIFT system have spurred Russia's experimentation with alternate financial communication systems. Previous tests have shown issues with processing different document format.

AlphaPoint raised the funds through Mike Novogratz's Galaxy Digital, the self-described cryptocurrency merchant bank. Chief executive Salil Donde said Galaxy Digital managing director Greg Wasserman is also joining his firm's advisory board to provide "oversight, guidance and insights."

The price of bitcoin (BTC) may be up slightly Wednesday, but that hasn't exactly raised the spirits of the asset's most avid investors.

Rather, with the market now down roughly 70 percent from 2017's highs, many HOLDers, the bitcoin faithful who have vowed never to sell, are becoming convinced they might have seen the last big rally before another long-time bear market (as happened in 2014).

In crypto lingo, it's time to put on some gloves for another "crypto winter."

Put more simply, investors now think they'll face a long period where the market might be unable to attract new investment. Adding to the reasoning? It's happened before.

The cryptocurrency once dropped by 70 percent in a seven-month time period from June 2014 to January 2015 - the longest bear market time period in crypto. At the time, many people panicked and sold.

Except this time, bitcoin's faithful say they will stay more optimistic.

JD Finance, a subsidiary of Chinese e-commerce giant JD.com, announced on Wednesday that it is planning to issue asset-backed securities (ABSs) on a blockchain.

According to a report from the Securities Times, an outlet of the China Securities Regulatory Commission, JD Finance established the trial in partnership with Huatai Securities, a brokerage firm that will underwrite the issuance, as well as Xingye Bank, which will act as a trust.

JD Finance aims to issue the securities using a consortium blockchain that will see each party act as a node, recording the transactions in a transparent manner. The experiment sets out to ascertain if the blockchain can meet the demands of the various parties involved in the asset securitization process, such as issuers, underwriters and buyers.

The financial services firm first rolled out its traditional, non-blockchain ABS product in 2015, as well as an online service that helps other companies to raise capital through their issuance. This typically comes in the form of a portfolio of loans or credit card debts that can be further traded on the secondary market.

The price of litecoin (LTC), the world's sixth largest cryptocurrency by market capitalization, fell to a fresh 2018 low on Wednesday.

Data from Bitfinex shows the cryptocurrency slipped to $97.04 today - the lowest level since Dec. 8 in 2017, reflecting a 74 percent decline since its all-time-high at $379 seen on Dec. 19. Further, the price of LTC is also reporting more than 60 percent depreciation since the beginning of this year.

LTC's price decline over the past several months also followed a notable remark by its creator Charlie Lee who stated in a Reddit post on Dec. 20 that he had sold off all his holdings in the cryptocurrency, as previously reported by CoinDesk.

A major shopping center based in Slovenia is widening a cryptocurrency payments pilot.

BTC City Ljubljana, located in Slovenia's capital of Ljubljana, will allow a group of 150 people to use cryptocurrencies at 24 businesses located in the sprawling complex, which according to online materials boasts over 500 storefronts. Those include services for clothing and electronics as well as restaurants, Slovenian TV channel "24 Ur" reported on Monday.

Despite the seemingly relevant name, there's no relationship between bitcoin and the popular shopping complex, which has been called one of Europe's largest. It first opened in the 1950s before being renamed as the Blagovno Transportni Center – or BTC – Ljubljana.

Earlier this year, the shopping center co-developed the project with startup Eligma, which offers a payment system dubbed Elipay that facilitates transactions in cryptocurrencies by way of a mobile app.

With more than 500 stores on its territory, the shopping center aims to become the first retail hub in the world to accept cryptocurrencies.

The goal to establish a "Bitcoin City" in Slovenia as suggested by local reports was supported by the country's leadership when Prime Minister Miro Cerar and the secretary of state Tadej Slapnik visited the center earlier this month, during which Cerar had a cup of coffee bought by Slapnik using cryptocurrency.
